    When oil drop is carefully placed on the surface of water, it weakness/breaks surface tension at that particular point(it act as impurity); the greater surface tension on the other side of the oil drop pulls it leading to formation of oil patch. Oil drop also spread(to oil patch) due to greater adhesive force between oil and water molecules than cohesive between water molecules
